Constitution mentions 6 matters on which commission can advise the Union .

    • • Principles to be followed in making appointments Commissions & transfers in civil services & posts .

    • • All matters relating to methods of recruitment to civil services and pots.

    • The suitability of candidates for a appointment promotions transfers to civil services and posts; and appointments by transfer or deputation. The concerned departments make recommendations and request the UPSC to ratify them.

    • • On all disciplinary matters affecting a person serving under Gol.

    • • Orders modifying or overruling any petition and “memorial” of civil servants by the president . Commission must be consulted before the decision to take action against him is made . the Commission will not be consulted for a second time if the civil servant submits a petition for review after action has been taken against him for which Commission had given its approval.

    • • On any claim for reimbursement of legal expenses incurred by a civil servant in defending legal proceedings instituted against him in respect of acts done in official capacity .

    • • On any claim for the award of a pension in respect of injuries sustained by a person while serving under Gol .

    • • Matters of temporary appointments for period exceeding 1 year & regularization of appointments.

    • • Matters related to extension of service & reemployment of certain retired civil servants .

    • • Any other matter related to the personnel management referred to it
